Membership Policy of CECTV Access Corporation

I. Introduction
City of Erie Cable TV Access Corp., also known as
Community Access Television of Erie (CAT), is a non-profit, membership-based
organization. Its Bylaws stipulate: “All persons, organizations, and other
entities who subscribe to the purpose and activities of CECTAC and who
demonstrate their support by participation and with a contribution of money,
services or equipment shall be eligible for membership in CECTAC. Members must
be domiciled in the City of Erie or be members or employees of organizations
based in or affiliated with the City. All persons serving on the
Board of
Trustees shall be members of CECTAC upon election or appointment to the Board. A
record of all active members of CECTAC shall be kept by the Secretary, based on
written applications for membership received from eligible persons and
organizations on a form approved by the Board of Trustees.
“At every regular or special meeting of the
membership, each active member of CECTAC shall be entitled to one vote, in
person, on each matter submitted to a vote of the membership. Each
Organizational member shall have one vote by the organization’s representative.”
Any person who is a resident of the City of Erie or a member
of an organization based in or affiliated with the City may become a member of
Community Access Television of Erie. In order to have access to TV production
resources and training, a person must become a CAT member by:
1. Showing two proofs of residency in the
City of Erie, or, if a non-resident,
a letter verifying that he/she is employed
by or a member of record of a
bona fide organization that is based in or
affiliated with the City;
2. Signing a membership application; and
3. Paying the current membership fee
(unless waived by the Executive
Director of CAT, on an as-needed,
as requested basis); and
4. Attending an
orientation session.
All new CAT members must attend an
orientation and are encouraged to attend a TV production training workshop and
become certified to use production/editing facilities and equipment and to
produce TV programs for cablecasting on an access channel of Erie Cablevision.
To use CAT production/editing facilities or equipment, any
member who is younger than 18 years of age must have their membership
application and all request forms signed by a parent, guardian, or teacher. That adult must assume all responsibilities relating
to the use of the facilities and equipment, and to the subsequent program, and
must co-sign all request forms.
II. CAT Membership Categories and Fees
Affiliate Membership
• Available to anyone who submits a membership application and a payment of
$25.00. (This is for people who are interested in knowing about CAT but not yet
ready for training and production of their own access programs.)
Access User Membership
• Available to any individual who submits a membership application and a
payment of either: $45.00 if not an Erie Cablevision subscriber, or $35.00 if a
Cablevision subscriber. (This is for people who want to attend TV production
training workshops, to serve on production crews, and/or to produce their own
access programs.)
Organizational Membership
• Available to any organization that is based in or affiliated with the City
of Erie and that submits a membership application and a payment of $60.00 plus
$20.00 for each person in the organization who is identified on the application
as desiring TV production training and/or access to production/editing
facilities, equipment and assistance. The minimum number of persons so
identified is five; the maximum is 10.
Patron Membership
• Available to any individual, organization, or other entity who contributes
money, service or equipment to CAT valued at $750.00 or more.
III. CAT Membership Benefits
Affiliate Members
• Receive promotional mailings* and membership discounts.**
Access User Members
• Receive promotional mailings* and membership discounts,** plus free access
to TV production training workshops, equipment, and assistance, and the right to
vote, in person, at membership meetings, including the annual election of
membership representation on the CECTAC Board of Trustees.
Organization Members
• Each identified person of an Organizational Member receives promotional
mailings* and membership discounts** plus free access to TV production training
workshops, equipment, and assistance. The workshop will be geared to the needs
of the organization. The organization as a whole receives the right to have one
representative vote, in person, at membership meetings, including the annual
election of membership representation on the CECTAC Board of Trustees.
Patron Members
• Receive promotional mailings* and membership discounts** plus recognition
for their contributions.
*Promotional Mailings = CAT newsletter, notices, annual report
**Membership Discounts = discounts on videotapes, computer
disks, batteries, t-shirts, mugs, and other paraphernalia
